The Whispering Pines / Clinton Indian Band (WPCIB) is one of the seventeen bands within the Secwepemc territory. Traditionally from the Clinton area, WCPCIB Band membership includes ancestral lineage from both the Pelltíq’t te Pésellkwes (People of the White Earth/ Kelly Lake) and Steke’7ús (People of the Little Hanging Bridge (Big Bar)). As a Band we are committed to serving our community and membership as well as building a future that upholds our Ancestral responsibilities.
The Yucwmenulúcw Director will lead the strategic development of WPCIB ‘s Yucwmenulúcw Department including guiding the further development of the Territorial Stewardship Office (TSO). The Yucwmenulúcw Director will provide guidance and oversight through strong leadership, with a focus on long-term sustainability within all areas of development.
· Lead the development and implementation of multi-year strategic planning of the TSO department with related short and long-term goals, work plans and budgets including development and finalization / authorization of a Territorial Stewardship Plan;
· Continuously monitor and make on-going improvements within the areas of strategic planning, goal setting, work plan development, budgeting, staffing, etc.;
· Recommend and oversee development of policy and procedures to support the advancement of the Territorial Stewardship Plan and overall TSO department;
· Ensures the appropriate team is in place to support the deliverables; demonstrates strong leadership and people management skills with the ability to inspire, motivate, delegate and operate effectively in both structured and unstructured environments, with both staff and contracted services;
· Identify, establish and maintain strategic relationships to advance the interests of the WPCIB;
· Lead the development and implementation of economic development initiatives, in relation to the territorial stewardship department, that promote long-term sustainability of natural resources, and enhance the WPCIB’s financial resources;
· Develop, negotiate and execute business and project agreements & contracts including partnerships, joint ventures, and mutual benefit agreements;
· Seek out, direct and oversee the development and submission of relevant applications/proposals for funding, and oversee, monitor and report on the administration of funding agreements/grants;
· Lead the development and implementation of committees as necessary, participate in relevant tables, committees, etc. as needed, and liase with all external parties, NGOs and local, provincial and federal governments.
· Support the development and implementation of related WPCIB Economic Development structures and entities;
· Provide regular written and verbal department updates and reports as needed;
· Oversee engagement with WPCIB membership;
· Provide advisory support to Chief and Council when required on strategic matters;
Qualifications:
· Degree in Resource Management (forestry, ecology, natural resources, land use planning), Business Administration, Political Science, or related field relevant to position;
· Minimum ten (10) years of experience working within a similar role at the executive management level within a First Nations organization;
· Working knowledge of First Nations governance and Secwepemc Law;
· Criminal Record Check;
· Valid Class 5 Driver’s License.
